Paint.NET is one option, but if your object is specifically to do with
screen-capture, then you should specify your real needs.

Try DogWaffle... there is a very capable free version. Not sure if it
does screen capture though. However, it can do video and animation and
is an excellent paint program. Ig MS Paint scores 10 out of 100,
DogWaffle scores 80+ IMHO.

Yes, a tiny program called Lview Pro . Be sure you get the
Lview Pro v 1.D2/32 version
found at
http://www.lissaexplains.com
