Hi,

I have a process that needs to be run periodically irrespective of
whether the computer has been logged into, whether it is locked or if
different people are logged into it.

Can I use The Windows Task Scheduler?

Yes, you can. Create a dedicated account to be used for
the scheduled tasks only.
