scannow not working

when try to start sfc /scannow it come up for about a second.
Tried starting in CDM and when that comes up I get the error
0x000006ba, RPC server unavilable.

XP Pro SP2 on a Dell 2400

were you logged on as administrator? need to be to run SFC
