Also might be due to a missing class installer like "Class Installer -
Imaging devices" or even the class installers for the USB controller.

You should plug in this scanner on a full build of Pro on this machine as an
experiment, run TAP, then import the PMQ. That PMQ import will bring in all
the necessary HW and SW enumerated devices to make everything work. But
you'll need to disable everything not needed in order to keep your footprint
down like WAN Miniports, etc...
