Scanner not found

When I install my scanjet 4400C, the computer opens the
program, but can not find the scanner. When I go to
install new hardware wizard, it will not let me install
the scanner.

Which program?
Is is a USB, Parallel or SCSI scanner.
What error messages do you get?
Need more info.
