Scandisk continually restarting

Help! I can't defrag my computer due to an error with
scandisk. Scandisk continually restarts without
completing the check or fixing. An error message prompts
me to close all open programs as a program is writing to
the drive it is checking, but I never have any program
running. Any ideas? Jane.

press ctrl alt del, and close everything apart from 'explorer.exe'.
