I am wondering if I'm able to scan all desktop users - the entire computer -
with whatever program I might be using. Example: when I use Ccleaner, I have
to log on to each individual user to clean the entire computer.

Thank you to anyone who can help.

This function is program-dependent. Antivirus programs scan all users.
Ad-aware will scan all users. Other antimalware programs will not. It's
up to the program mftr. and is not a Windows function.

From Ccleaner FAQ page:-
"At the moment CCleaner supports cleaning the current user's
account only. This may change in a future release. "
