Scan Disk won't work

I am trying to run ScanDisk and Disk Deframenter on my computer but I keep
get an error message saying other programs are running in the background. I
have closed all programs by Alt.Control.Del. Nothing else is running. I My
Scan disk will not get past the first bar. Please help!!!

Boot into Safe Mode.

WinXP doesn't have ScanDisk. I assume you mean chkdsk.

There is no scandisk in XP,instead you try Chkdsk command.
Open "My Computer", RIGHT click on the C drive icon, choose
"Properties". When that loads, click on the "Tools" tab, then click on
the "Check Now" button in the "Error Checking" section. When that little
window loads, place a CHECK in BOTH boxes, then click on "Start Now". A
message will pop up saying that Error Checking will run after you
restart the computer, so......Restart the computer. Error Checking will
run automatically after the restart.

Regarding The Disk Defragmenter tool:-
Have you disabled antivirus software?If the problem persists then chkdsk
to know the health status of your volume.
