Scan Disk won't run

I am trying to run ScanDisk and Disk Deframenter on my computer but I keep
get an error message saying other programs are running in the background. I
have closed all programs by Alt.Control.Del. Nothing else is running. I My
Scan disk will not get past the first bar. Please help!!!

Thier is no "Scan Disk" in xp.To run the Disk Check in xp,go to run type:cmd
In cmd type:CHKDSK C: /F Agree to restart,then type:cleanmgr Clean up
the disk,then type:Defrag C: Then type:EXIT Restart computer,on restart
the CHKDSK C: will run.
