If you are loosing power so often where it is causing an issue like this you
should be in the market for a UPS before your system is fried.

I lost power one time, I know how to deal with that... Moving on, any other
recommendations? Thanks

Ok, thanks for that... looks like some thing I could use if windows was not
saving setting when logging off. All of that is good, what I would like to do
is save my user settings with out logging off... Thanks again!

AFAIK, there is no universal way that will work in all situations. Here are
four options..

1. Right click a blank area of the desktop and tap F5 (refresh)
2. Force explorer.exe to reload. Open task manager | processes tab |
explorer.exe | End process (if more than one instance of explorer, end them
all).
Explorer should restart in a few seconds. If not then launch it: |
Applications tab | File | New Task | Explorer | Ok.
3. Logoff / Login
4. Reboot
