Saving thumbnails as an image

One of the features of Irfan View I use most, is the ability to save all
pictures in a directory as thumbnails in one image. Unfortunately, the
result is an image which isn't always very sharp.

Is there another utility out there wich does the same but with a better
(read: sharper) result?

If you haven't already - raise the Writing Quality (Compression) all the
way up to Best Quality (100).
