saving personal settings

I'm using Windows XP pro since 8 months. Since 1 month my personal settings are not getting displayed whenever I'm turning on the compter though they are getting saved while I exit. First it gets displyed as loading your personal settings and after some time applying your settings gets displyed and I see default settings on the desktop. How can I get my settings displyed?
 
I have been having this trouble too. I have posted that question here but
have not received an answer. I had this trouble when I first got my machine
and was able to fix it after asking the question here. Now I need help
again.

When I set my screensaver, or any other desktop or toolbar setting the
changes to away after I log off and back on.
