Copy the contents of the folder C:\Users\<username>\Favorites to the folder
you prefer.

In IE do File-Import and export - that is if what you are trying to do is to
enable others to import those favorites into their own browser...
 
I've just tried it, but it's showing the same favorites that appeared when
I'd first purchased the unit. It doesn't have any of my current favorites
listed, though they're listed in my bookmarks. And I'm using Firefox, not
IE7.

That explains it. The Favourites folder is populated by Internet Explorer.

In order to make your Firefox bookmarks available in a public folder, you
have to export them as a .html file to the desired folder, from where other
users then can import them into their own Firefox browser.

In Firefox: Bookmarks > Manage Bookmarks > File menu > Export.
