This problem has caused me to re-format and reinstalll XP Home twice
and it's beginning to look like a third time is looming... They work
fine for a few weeks then the 'saving function' of graphic files in my
browser and editing programs begins to hang and after maybe 15 seconds
performs the task.

This particularly mystrious because everything is whizz-bang. I
regularly do a registry clean and have tried both memory and cache
boosters to no avail.

What's causing this and how can I remedy it?

Maybe try not using the "memory and cache boosters" and forget the
registry cleaner.

Sorry you cannot remedy it. If you choose to run a commodity "operating
system" like Windows expect to have this type of computer eXPerience.

For an operating system founded on a time-proven design of technical
excellence made to do heavy duty work, look at one of these ...
