Saving CSV file Prompt

The 'Always Ask " pop up is always disabled when I try to save a CSV
file in IE6, Based on the contents in this article

the CSV file extension is not among the list of Unsafe files, but
still this options is disabled, is there anyway to get rid of this
window ???

In Windows Explorer go to Tools, Folder Options, File Types. Locate the
entry for CSV files and highlight it. Click Advanced. Check the Confirm
open after download box.
 
I tried that, but still getting the prompt, the "Always Ask" checkbox
is grayed for this file type.. csv is a text and it never contains any
kind of scripts in it,, I think this problem started to occur after I
installed Office 2003. MICROSOFT: do u have any solution?
