Saving backup workbooks Excel 2002 SP2

I have the 'Always create backup' option selected in save
as-tools-general options but I need to save the file two
or three times before a backup is created. Why doesn't a
backup get created the first time the workbook is saved?

The purpose of this backup is as a safety net. It's a copy of
the *second* most recent version of your workbook in case yo
need to refer back to it, for example, if you accidentally sav
the workbook and then realize that it was worse than th
version before it
