Save Target As... greyed out!

I can't download anything because the Save Target As..
menu option (when I right-click) is greyed out. For
example, this means I can't save email attachments since I
use web-based email.

Examples of files I want to download are html files and
mp3 files. I can open them but not save as. For html
this isn't a problem since I can save from the page. For
mp3 Quicktime doesn't let me save.
 
Have you disabled downloads from internet settings -> security (internet
zone/or other zone) -> custom level?
