"Save Target As" Greyed Out

This is for my friend. When he is running Internet Explorer and right clicks
on a PDF File, the "Save Target As" function / option is greyed out.
Does this have anything to do with Content Advisor ?

Content Advisor does not anything to do with it.

Some web sites turn off this feature.
Try openning the PDF file then click on the diskette icon
(Saves a copy of the file).

Yes, if Content Advisor is enabled it could be the reason for this. The
