SAVE AS .MHT, the order of CALLOUTS changes.

I have a Word 2003 doc that looks great. I have inserted several callouts
that point to sections of technical data that I want to emphasize. In Word,
the callout leaders are "on top" of my (inserted from .txt file) text.
However, when I SAVE AS a .MHT file, the callout leaders are now behind my
(opaque) text, and their use is now pointless.

I made sure to ORDER>Bring to Front all my callouts, but to no avail, they
still show up behind the text.

Please tell me what I am doing wrong.

Hi Todd,

You may not be doing anything wrong, you may be hitting a limitation of Word document files being converted to web documents and how
web browsers interpret the content and position graphics.

Do you see the same thing in File=>Web Page Preview? If you select the callout and use Format=>Object/Textbox is the wrapping set
to 'in front of text'?

of the text. However, when saving as a Web Page (.html), again, the
callouts fall behind the text.

Going into Format>Autoshape>Layout, the callout is marked for "In Front of
Text".

I even tried clearing all formatting for the INSERTed .txt information and
reformatting the text back to the same format, and that did not solve the
problem either.

Hi Todd,

There may be some settings in Tools=>Options=>General=>Web Options that are affecting the save to HTML (Word ignores some of them in
File=>Web Page Preview). Can you list the steps to create what you're seeing if you start in a new, blank document?
In the new document you can start with typing
=rand(50,1) {Enter}
to create some sample text to use.
