In regards to the latest virus/worm to flood the
internet. I would suggest that Microsoft recode the
affected operating systems to eluminate the potential
flaws and to send out CD's which the new and improved OS
to registed users who have gone out if their way and
spent £90 -£150 on a OS which is vunrable to attacks.
As we all know Bill Gates is worth $100 billion and can
therefore afford to sort out his company's software.
 
Service Pack 2 for XP will be out very shortly and not only fix the current
problem, but also change the underlying code that allows these problems to
occur. Basically, it does exactly what you are asking for. It's not a
small fix: it's a huge update that a lot of work has gone into.

The updates are completely free to download.

Microsoft is offering a Security Update CD that fixes some of the older
problems-- it is absolutely free:

I'd suspect that a newer version of a CD like this will be available when
SP2 comes out.
