Same headers, different text

I know about including a web page within a web page but I want to do
the following with Frontpage 2003.
Is there a way to set up a link say Link1 which retrieves a web page
UniversalPage that contains some headers and imports text Text1 into
the page. Clicking on Link2 would bring up the same UniversalPage but
with Text2 inserted instead of Text1 and so on? Doing this would
allow the text to be stored without having to insert all the coding of
the UniversalPage on each text page Text1, Text2, Text2...Text500,
etc.

Have a feeling that this is basic stuff for Frontpage to do cleanly.
If this is one of those rtfm things, can you refer me to something or
somewhere that explains how to do this or even what to look it up
under? The docs that come with the software are sparse to say the
least. Searched the Microsoft site but only found the inserted page
tutorial. Thanks.
 
Requires the use of a server-side script written in ASP, PHP, etc. can not
be done directly with any FP component/function. May also be best done with
database driven site.
