Safe Mode

I am trying to delete some files and programme i don't want anymore but it
comes up with: can't delete safe mode on.
My question is:
How do i change the safe mode and where do i find it?

You'll have to give a much better description of what you see
during the boot process and what you do during the process, up
until the machine is ready to run. Safe Mode, if that's really
where you are, is only for troubleshooting, not for everyday
operation.
