Safe mode

I can't start my computer in safe mode. Pressing F8 has no effect, and I
can't change anything in Setup because F10 doesn't work either. I've tried a
different keyboard but it makes no difference. Can anyone help?

Using msconfig worked, but that won't help if I have to boot up from scratch
in safe mode. Has anyone any idea why F8 will not work? I've also found that
cutting the power with the computer on brings up the option to start up in
safe mode if you highlight it using the cursor arrows, but they don't work,
so the computer starts up in normal mode anyway.

I edited boot.ini to add:
multi(0)disk(0)rdisk(0)partition(2)\WINDOWS="Windows XP Home SafeMode"
/fastdetect /safeboot:minimal

Copy your existing line adding /safeboot:minimal and SafeMode.
Change timeout to 3.

Using msconfig edits boot.ini.
