im trying to get windows to play on my tv how do i set it up. i have hooked
up the cable and restarted the comp. but nothing is working
 
Look into your display properties. There should be a special tab containing the
settings for your video card. These settings should offer the option to force TV
detection amongst others.

Hi,

Assuming you've installed a full driver set and that the S Video is not just
an "in" port, right click the desktop and choose properties to get the
Display properties dialog. On the settings tab, click on advanced. Exactly
where in here depends on the driver set and card manufacturer, but you
should find the ability to enable the second screen here.

Last, but not Least: on My system, the TV channel has to be set on "SVHS",
for video over the S-video input. [channel is below channel 1, or above the
highest TV channel on TV (not cable box)]
