Lately I've been getting the error message "Runtime error
has occured. Do you wish to Debug?". (In fact I was
getting that error message a lot while searching through
this website.) What does this mean? How do I resolve
this? And when it asks me do I wish to debug, should I
be selecting yes or no? Please help!

go into ie ,tools,,option, advanced ,and next to disable
script debugging put a check mark in it and click apply ,,ok.
no big thing.

From http://www.fjsmjs.com/IE/scriptdb.htm

Go to Tools | Internet Options | Advanced.
Check the box to Disable script debugging.
Uncheck the box to Display a notification about every script error.

You might want to refresh your scripting engine:

or

Sometimes there's a corrupt file in the cache and one must go to Tools |
Internet Options and click Delete Files.
