"Runtime Error"

I use xp and have been noticing that when looking at web pages I receive a
runtime error fomr time to time.. When I ask to debug...it always states...
cannot do so.

What the heck is the runtime error. what is causing it. It pops up on
various web pages.

What is the specific error messages and does it happen at particular sites
or just randomly on any site?
