I currently have WIndows 98 on my computer however a
required .dll file is missing. I have borrowed Windows 98
setup CDs and the .dll file can not be found.

Can I setup Windows XP (my computer has the requirements
to run it) over this without any problems?

You've got separate issues here. First, you have some problem with your
Win98 installation. What .dll file are you missing? In what context?
Second, if you decide to upgrade your computer, it would be smart to
run the MS Upgrade Advisor first so you know if your computer's
hardware and installed software are compatible with a different
operating system. Here's a link to the Advisor:

Most likely, yes. XP replaces so much code during install that even an
upgrade is nearly a clean install.

Use the File & Settings Transfer wizard to harvest as much transferable
material as possible. Even if you are planning an upgrade instead of a clean
install, this gives you some assistance if it turns out you really want to
switch to a clean install midstream (e.g., if something goes wrong). See:
