Running setup's for different programs fail at some point

I'm running Windows XP home edition on a compaq presario 2100 laptop.
Recently when I try to install new programs or reinstall existing
programs I run into a strange error.

The setup programs will start up, and depending on the program only
reach a certain point. Then the setup program stops. Some of them
ask me for a name and organization. But when the setup actually
starts, it hangs.
The windows task manager will show the setup program as not
responding.

This happens with 90% of the programs I attempt to install.
One program that did not fail is paperport 9.0.

What could be causing this? Is there a service that should be
running,
but isn't. I've checked the properties of the cd drive and notice
nothing strange.

I've tried turning off all other running programs such as virus
checker, but this doesn't help.

Try cleaning up the installer.

Start/run services.msc, scroll down to "Windows Installer" and double click
it. Stop the service if it is running, set the startup type line to
disabled. Click apply/ok and reboot.

Delete the contents of the temp folders, there may be a file in there
interfering with the setup routine of the installer. Get both:

C:\Windows\temp
C:\Documents and Settings\<username>\local settings\temp

Now reverse the first set of steps and reenable the Windows Installer (You
can just set the startup type to manual). Reboot.

Turn off all other running programs, especially your antivirus software. Use
ctrl+shift+escape, if necessary, to "end task" on everything.

Now retry installing some software. If it doesn't help, here are some

Hi Rick,
This did the trick. Thanks.
It had to be something in the folders. I had already disabled virus,
zone alarms, etc. but had no success.
