Running programs don't show up...

I recently reinstalled XP on a new drive and I noticed that the programs that
are running don't show up on the task bar anymore. Before I upgraded, I
could see all of the running programs on the task bar, not anymore...any
clues would be greatly appreciated.

Programs Aren't Minimized in the Taskbar - Line 240 -
