RUNDLL error mesage on startup

On start up The following message is displayed,
error loading C:\PROGRAM~1\NEWDOT~1\NEWDOT~2.DLL
The specified module could not be found
Have I deleted something that I shouldn't have.

A friend of mine had this. He eventually found an uninstaller for it under C:\Program Files\newdotnet. See if itworks for you.
