Have a look in the registry:

HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths

Services.msc is not listed there because it's already in the
default path.

If you type "set path" at a command prompt (start > run > cmd), you will see
a list of directories. If you open up one of those directories, and have a
look at the files they contain. You can enter any one of the filenames you
see in the start > run box and it will be opened.

Hence there could never be a fully comprehensive list, since you could add
any file you like to those directories and the programs they contain would
vary from user to user, depending on what programs were installed.

Note that the OP made specific reference to msconfig.exe.
It's not in the path yet it runs happily via the Start/Run box!

Yes, good point. Well spotted. In which case, the registry location you
posted initially would cover those particular entries.

You should have c:\windows\system32 in your path.
[Type "set path" at a command prompt to double check]

Ok, sorry. Think I missed your point. Yes also applies to C:\windows\system
too. Even though it may not be in the path, explorer searches there too for
the name you enter.

*Everything* that is on your machine can be run or opened from the Run
command. And urls that are not on your computer can be opened from the Run
command.

To start a program by using the Run command
1. Click Start and then click Run.
2. In Open, type the path to the item you want to open, or click Browse to
locate it.

Notes
• The Open box lists items you have opened recently. Type or select an item
in the list, and then click OK to open it.
• You can open a file or folder or connect to a shared computer by typing
its path in the Open box. You can also connect to an Internet or intranet
site; for example, to reach the Microsoft Web site, type
www.microsoft.com in the Open box. ]]

to the Internet by typing the address (URL) of the site you want to open. ]]
