Run-Time Error 75 Path/File Access Error

Everytime I boot up, I get the following:
"Run-Time Error 75 Path/File Access Error"
There is no help button to get further info so I click OK
and continue working. How can I tell what this error
means and fix it?

I HAVE SAME PROBLEM, SOMETHING TO DO WITH RUN TIME ETC.

WHEN TRYING TO LOAD PROGRAMS, UPDATES, GET MESSAGE RUNTIME
ERROR, OR CANNOT INSTALL MY UPDATES.
FEEL WINDOWS INSTALLER IS NOT PRESENT OR HAS A PROBLEM.

ALSO INSTALLING PRINTER, GET ERRORS WITH SPOOLING EVEN
WITH UPDATES.

P.S. HAVE TRIED TO RUN PARTS OF OS AGAIN BUT WON'T HELP.

SORRY SO LONG, BUT HAVE SPENT A LOT OF TIME TRYING TO FIX
THESE THINGS.

IF YOU CAN FIND WINDOWS INSTALLER AS THIS SEEMS TO BE THE
PROBLEM.
