Run-time error 2046: Startup Properties not available now?

Hello,

I disabled the menu and toolbar options using the startup options in access.
Previously, I was able to re-open the database with all the startup options
by using the immediate window (CTRL+G) and using the command:
RunCommand acCmdStartupProperties.

I have never had a problem in the past, but now (at a crucial moment!) I get
the following run-time error (2046):

The command or action 'StartUpProperties'is not available now.

Why is it not available NOW? I restarted my computer but to no avail. Also,
I have tried F11 or pressing shift on opening the database never worked for
me.

Please help!

Oh my. It's working again. So not panicking anymore but would still be keen
to know why sometimes it works, and other times it doesn't.

Just making a note to back-up the database before i reset those options . . .
