When I open the run command and type vssadmin /? to see how much space is
being used by system restore. The black box opens fora second then
dissappears. How can I get it to stay open so I can read the info

Open an elevated command prompt and type your command there.
To get info on Sytem restore type vssadmin list shadowstorage.

Enter cmd.exe instead. That will open a command prompt window. In that
window type your vssadmin /? command and hit enter. The window will
stay open until you close it.
 
Anytime this happens, it means you are trying to run a command line tool.
You need to open a command prompt by going to Start and typing cmd. Click
the cmd.exe in the results and type vssadmin /?. This will give you a list
of all the possible command line parameters for that command.
