"run as" instead of running programs for all programs

hello :-)

i habe this problem since 2 days ago:
when i run (or double click) an .exe or .lnk file to run
it and get following a secreen "run as" where i need to
click "OK" (to confirm running as the user i am or
choosing other user to run the program).
this is although i log in the as a user of administrators
group or even as "Administrator".
Another funny thing, even when logged in as a user that
belongs to administrators-group i have no admin rights on
the pc (for example for changing the system time clicking
the time icon, only logging in as "Administrator" on
the "run as" cgreen lets me change it).

i checked NTFS rights of the files, but there is no
problem with the ntfs rights - (and this happends also
with .exe files on FAT32).

i compared content of the .lnk, and .exe in registry
(HKEY_CLASSES_ROOT) with another PC that has a new
installation of WinXP, and the registry here is the same.

i compared infos of secpol.msc, gpedit.msc, luser.msc
(again using "run as") with those of the new installed
winXP on second PC, also looks to be similar.

what else can i check, please help!!, will appriciate any
kind of a clue.

PS:
in the event log i see from about the day the problem
begun a WinMgmt idcode 63 message:
A provider, OffProv10, has been registered in the WMI
namespace, Root\MSAPPS10, to use the LocalSystem account.
This account is privileged and the provider may cause a
security violation if it does not correctly impersonate
user requests.
i don't know if this has anything to do with the problem.
