Rules Wizard Not in Tools Menu

First off, i am sorry if this is covered before, I can't find it and the
interface is not working well for me.
Product:
office xp (2002 ver 10)
Problem:
- Rules Wizard is not found in the tools menu
- Orginization does not show "Junk Mail" tag
- Right clicking email shows "Junk Mail ->" opton however the submenu is
_blank_

Attemps:
- Detect and Repair
- Complete reinstall
- Windows update
- Deleted outcmd.dat and rebooted

nothing seems to work... any thoughts?

A shot in the dark, but try starting Outlook with the /cleanrules command
line switch.
 
Thanks Brian, but that didn't work as it told me that it was an invalid
command switch. any other thoughts? this is really distressing as i get
1000's of emails a day and I depend on my rules.

I thought Outlook 2002 did support that switch. Use Help and search for
"switch". If it doesn't show /cleanrules, try starting with the /safe
switch. I _know_ that one's supported.
