Rules wizard has disappeared

Got a Toshiba Pocket PC which came with Outlook 2002. I
had office 2000 and outlook worked fine. Now with Outlook
2002 the Rules wizard disappeared and I cannot download
more than one E-mail account. I have a 2nd pop3 account,
but it just will not download. I need to use outlook
express to get mail from the other account.
 
find and rename outcmd.dat and see if the rules wiz returns.
