Rules wizard doesn't respond

When I click the rules wizrd menu item, nothing happens.
Same if I right click a message and click create rule,
nothing happens. I've run detect and repair several
times with no luck. I recently had to create a new .pst
file because my old one was corrupted and could not be
repaired. I can send and receive fine. The new datafile
is fine. But somehow, rules have been disabled.

Note: when I run detect and repair, I get a message that
says it cannot install the PT68.tmp update. But if I
select ignore, it runs to completion and says
suxccessful. Don't know if this has anyting to do with
it.
 
What version of Outlook are we talking about?

Reapply the latest service pack and additional hotfixes.

locate outcmd.dat and rename it to outcmd.old. This will reset the Toolbar
