Rules Only Working Manually not Automatically

Outlook 2002 using Exchange

Have an issue I am trying to address for one of my customers. Any help would be appreicaited.

Rules (12 in all) will work if you manually go in and run them. However they will not run on there own. Some of these are client rules and other server - Outlook is running.

I have done the following:
He has about - 12 rules. Delete and readded the rules most used. Monitored it for awhile. Then added the rest.
Did not resolve issue.

Created new profile - rules re-added. Did not resolve issue

Ran detect and repair on Outlook and reinstalled it - did not resolve issue.

All updates for Office and Windows are currnent.

Rules had been created using Organizer - recreated them using the rule wizard - tested one or two worked.

Now back to only working when your run them manually - they will not run on there own. Configuration of rules has been checked for the rules
 
Does he has rules that automatically replys/forwards to the Internet? This
is disabled by default on Exchange (secure default).

do they run if outlook is left running? it's a known issue that runs don't
always when outlook does it;'s first mail pass after loading.
