Rules in Public folder in Public Mailbox

I have the correct permission to be able to create a rule on a public folder.
I should be able to do this via properties - Administration - Folder
assistant. My folder assistant is ghosted or greyed out so that I can't use
it. I've looked everywher to try and resolve this but can't find anything.
 
Are you looking in PF Favorites or at the folder directly? You need to be
on the folder - it won't work with the folder shortcut in public folder
favorites.
