How can I change the order in which my rules are applied in Outlook? I
probably have over 100 rules, and moving them up or down one-at-a-time simply
takes too long. Can they be exported to Excel or Word?

Exporting to Excel or Word is not an option. Moving them up and down in the user interface is the only available method, unless you're usng Outlook 2007 and want to write VBA code to change the execution order based on some other information.

There is a slightly faster way of moving a rule up or down, which I first
discovered in Outlook XP. I noticed that at times (not always) when I
hovered over the up arrow the 'u' was underlined in the tip 'Move Up', and
when I hovered over the down arrow the 'w' was underlined in the tip 'Move
Down'. I found that by using these keys I could move a rule up or down much
more rapidly than by clicking on the arrows. I don't remember if I had to
press any other key such as the ALT key.

Now in Outlook 2007, I saw that the letters 'u' and 'w' were not underlined.
However, moving the rule up or down using these letters still worked, and
they work whether or not you press the ALT key. I wish this would have been
documented as I didn't discover it for several years. I hope this helps
somebody.
