Rules get turned off by certain email

I have Outlook 2000, updated faithfully. I have a half
dozen email addresses that get checked, one of which is
filtered by rules set up to check the subject line.

I am getting frequent error messages: Rule is invalid,
message cannot be moved to the X folder. The sequence of
mail coming in that appears to do this seems to be this:

Message 1: subject: Winter Storm Warning
Message 2: subject: Winter Storm Watch/Warning

The rule says, if subject = "Winter Storm" then move to
folder "winter." That folder is located on a second PST
which is open, along with the primary PST, all of the
time.

Under this scenario, one message will make it through to
the Winter folder, the second will turn off the rule and
give me the error box.

check your rule - does it say if subject equals? If so, change it to If
Subject 'Contains'

This is Outlook 2000, the rule is "Apply this rule after
the message arrives with "Winter Storm" or "Winter Storm
Warning" move it to the Winter folder and stop processing
more rules.

It does not have a choice to say "if subject contains"
 
sorry - haven't used 2000 for a while and my memory is fading :)
do you have the option to turn off 'stop processing more rules'?
do you have a similar rule for anything else that is set up the same way -
and does it work ok?
what size are the .pst folders?

I can turn off the "stop processing more rules." The PSt
size is 252,480 kb. The other rules for this mail
account work, but most have a match on the exact subject
line. I'll play with finding out the exact subject lines
and creating a rule for each, rather than an "or" rule
for multiple permutations of the subject line.
