Rules don't run on other mailbox

I have a user who opens 2 mailboxes at the same time in its outlook
2003. I want to create a client rule that will run on both inboxes,
how do I do that?

The rule currently only runs in its <inbox> but not on the other one.

Any ideas?

Rules will run automatically only on the Inbox of the delivery location.
