Rules and Alerts gives me Out of memory or system resources error

Outlook 2003
Every time I go to "Tools" / "Rules and Alerts" I get the following
error:

Microsoft Office Outlook:
Out of memory or system resources. Close some windows or programs and
try again.

Everything else is working perfectly fine, it's just this one function.

I am getting the same error from any PC that has Outlook 2003
installed! This is really annoying. Anyone with similar problem?
