My company has a filter for all incoming messages that
attaches a "Spam Assassin Report" to every message that it
suspects to be spam.
It works very well and catches 99% of my spam, so I would
like to set up a rule that would send mail caught by this
filter to a folder I call "spam".
Here are the parameters: The filter attaches a 1KB
document called "SpamAssassinReport.txt" to such messages.
Is there a way to write a rule that would move every
message with such an attachment to another folder?

I can't send every message with an attachment to the spam
folder, because many messages with attachments are
legitimate.

There sure is...just go to your tools-rules wizard and
setup a rule based on "moving messages based on content".
This will allow you to setup that extension or filename as
a reference for outlook to move that email to a specific
folder. Very simple really.
 
That didn't seem to work. The way the rule is written it
will search for the indicated phrase (in this
case "SpamAssassinReprot.txt") in the subject or body
only. Is it possible to get the rule to recognize the
title of an attachment?

Rules can't detect the name of an attachment.
