Rule to permanently delete in Outlook 2003

We have upgraded to Outlook 2003 from Outlook 2000. I had rules setup in the previous version to permanently delete spam with specific words in the subject or body. Now these rules also have stop running all rules checked as well. Is there any way to just permanently delete without having the other rules stop running?
 
How and why would you want to apply other rules to that message as well once
you've deleted the message?
When a new message arrives it will be scanned by all the rules again.

Am I to understand that 'stop running rules' will apply only to the permanently deleted message and not apply to new messages? If this is so, my rules seem to have quit working altogether and my messages are not being moved to folders as they should. Is this a problem or am I to understand that 'stop running rules' will apply to new messages as well?

It will only apply if the rule applies to the message.

Since you upgraded you might need to recreate the rule. If it still doesn't
work clear all your rules by starting Outlook with the /cleanrules command
line switch

I deleted and recreated the specific rule. However, none of my rules seem to be working. There are too many rules to recreate. I did try taking the permanently delete with stop processing rules off and just selected delete and now the other rules are running. Please explain why this is happening?

In an Exchange organisation permanently delete is a client only rule and the
delete rule which moves it to the Deleted Items folder is a server rule. You
must always try to prevent creating client only rules in an Exchange
organization.
