I suggest you post this in microsoft.public.exchange.admin and include your
version & SP level of Exchange, as well as what you want the rule to do.
This isn't an Outlook question, really.
That said, you're going to be looking at third party software to do this, I
suspect - you may get some good suggestions in the Exchange groups.
