Rule only works on first incoming message

I have a rule I've set so if an incoming message is bound for an alias
associated with my name, an auto-reply is sent based on a template I did up.
The first time I send a message to myself from an outside Email address, the
rule runs, however on subsequent occasions when I Email myself from this same
Email address, the rule no longer runs.

I know this was a behavior you can set in the auto-reply associated with the
Out of Office Assistant, but I wondered if there was a way to set it so the
auto-reply happens every time the rule is run? Or might I have to modify the
Out of Office rules accordingly so the rule can run correctly?

The Out of Office Assistant will reply only once per day. A rule emulating
the OOA will reply only once per Outlook session. As long as it's running,
Outlook will remember the addresses to which it has replied and not reply
again.
 
That makes sense, but if the rule is set up in the Rules Wizard to reply to
an incoming message, shouldn't that run everytime an incoming message comes
from a particular person?

No. An autoreply rule will run only once per session.

it says:

The Rules Wizard rule to "reply using a specific template" is designed to
send the reply only one time to each sender during a session. This prevents
Outlook from sending repetitive replies to a sender from whom you receive
multiple messages.

During a session, Outlook remembers the list of users to whom it has
responded. When you restart Outlook, this list is deleted and the rule is
reset to start again for each sender.

but what if you want the sender e-mailed each time using a template.

I need to use a template so that I can add a bcc to the reply so that I get
notification that an e-mail has arrived in the e-mail client that they sent
an attachment when the 'Thank you for sending...' is sent.
 
not possible, as it needs to be done on a pop3 account as the mail client has
to be completely separate from the corporate network so is using its own adsl
connection hence why I need the bcc so I know that I need to action something
on the email client.

I've also tried to use Live Mail which does send the reply every time but i
can't include a bcc in the reply, after further investigation I don't it is
possible within Outlook without a 3rd party plugin.

I think this conclusion is the correct one. In my opinion, Outlook,
particularly when uncustomized, is not the best automatic mail responder.
There are plenty of third-party tools specifically designed to accept the type
of mail you describe.
