RTC v. 1.3 in C#

Hi,

I have an C# webapp using RTC 1.3 I have a manifest file to specify the
proper version of RTC to use. But i get this error when I Initialize
the RCClientClass;

e2 = {"Retrieving the COM class factory for component with CLSID
{7A42EA29-A2B7-40C4-B091-F6F024AA89BE} failed due to the following
error: 8007007e.":null}

Any ideas why? This code works fine on a co-workers pc. But on my dev
and someone elses dev environment it doesn't work..
