rt. click, select NEW...hourglass forever

When I right click on the desktop or within a folder and highlight "NEW" I
get an hourglass (and my system also locks up) for about 2 minutes, then the
"NEW" menu appears to the right and the computer returns to normal. It's a
3.0Ghz with a gig of ram. This same problem always recurs when you try right
click...new again.

any help would be appreciated!
